Learning & Development Associate in a foreign bank

Major Responsibilities
1.
Coordinate and assist in identifying staff training and development needs, and formulation of training & development planning and initiatives;
2.
Assist and participate in establishing, maintaining, reviewing, updating and implementing learning & development policies, procedures, manual and a learning management system which integrates the process from learning needs analysis, learning program design, program delivery and evaluation;
3.
Assist in establishment and implementation of a bank learning curriculum to support the bank culture;
4.
Be responsible for training vendor management:
search, evaluate, negotiate with training providers in the market to provide courses that match with the bank’s training needs; negotiate contracts with training providers, including but not limited, desired training outcomes, fees and expenses; monitor and control training costs within budget.
Keep abreast of external market trends as well as internal business developments to stimulate discussion with learning participants;

Be responsible for tracking mechanism to monitor results of all training activities ensuring cost-effective and high quality training/learning solutions;
6.
Assist and participate in competency module and KPI’s setting-up, maintenance, review and updating; participate in development of effective assessment tools for gap analysis for leadership competencies; participate in career paths development and succession plan, set up individualized training plan regarding competency gap if necessary;
7.
Administer management trainees and interns on a day-to-day basis, and participate in recruitment of them;
8.
Coordinate and support other ad hoc learning & development or HR project if necessary.
Job Specification
1.
MA/MS in Human Resources, or Industrial Psychology preferred with a strong academic record; For qualified candidate who will graduate in 2009, we accept (and encourage) intern opportunity start right away
2.
Previous relating experience in HR, Organizational Development, Learning & Development or Industrial Psychology is a plus;
3.
Excellent English in both oral and written;
4.
Strong PC skills in windows applications (Excel, Word, Power-point);
5.
Be passionate and proactive; A team player and great communicator;
6.
A high level of sense of ownership and personal accountability;
7.
A strong client service orientation with the ability to create impact and build rapport quickly;
8.
Ability and willingness to work independently and under pressure;
9.
Self motivated and fast learner;
10.
Fully committed to the job and the bank.
